Scottish Contact Centres bucking the outsource trend
Scotland is escaping the mass contact centre exodus to India due to its low cost and high skills base, an influential report published this week.
The report, by the University of Strathclyde's Professor Phil Taylor and Peter Bain, will say that while many firms south of the Border have opted to relocate to India, Scotland has bucked the trend and will continue to do so. But it will also warn that Scotland has to up its game to hold on to contact centre jobs and attract offshore business process outsourcing operations that Indian companies plan to export into Europe.

CPA Partners India as a Preferred Off-Shore Destination to Drive Global Growth Plans
Press release
LONDON, March 28 - CPA, the world's leading IP services
provider, formally announce the establishment of its state-of-the-art IP
services delivery centre in India. This development marks CPA's continued
investment in India and makes it an intrinsic part of the company's
strategic growth plan.
Peter Sewell, CPA's Global CEO, explains: "We've had a presence in
India for the past 18 months, via Intellevate however the full launch of
our Indian operation is key. This Indian operations centre will become the
engine room that enables CPA to become the global leader in outsourced
legal services."
CPA currently employs over 200 staff in India, that work with CPA's
other IP specialists across the globe to deliver a unique combination of
on-and off- shore services to clients. CPA is already a major player in the
IP services market and as the legal outsourcing phenomenon grows, CPA is
well positioned to capture this expanding market.
Baskhar Bagchi, County Head of the India centre agrees: "It's an
exciting time to be part of CPA as India has been identified as a strategic
market for CPA's global growth plans. I am particularly pleased to be
working in such an innovative environment, amongst a fantastic group of IP
professionals and to be part of a truly global workplace. Moving forward,
we'll continue to develop the IP support team in India in order to deliver
high value IP strategies and integrated support services to our global
clients."
"Our development in India is thanks to the quality of people we have
and will have working for us. Their intelligence, academic ability, eye for
detail and dedication is outstanding proving that it's not only
cost-effectiveness that has lured us to set up operations there. India also
provides us with the capacity to grow and over the next 3 years we'll be
investing up to $50 million. Longer-term we hope to create 10,000 great
careers in India," says Peter Sewell.
India has been an off-shore destination for business process
outsourcing (BPO) for many years and statistics show that India is a
preferred choice for both knowledge process outsourcing (KPO) and legal
process outsourcing (LPO). As the LPO trend continues, CPA also plans to
move into new markets, outside of the IP arena and with another
announcement set for the coming months, CPA's position in India means that
it will be extremely well placed to help clients take part in this
revolution.
The IP Market
The global legal services market, which includes major developed
English speaking countries: US, UK, Canada, Australia and New Zealand was
estimated to be worth around $190 billion in 2005. The overall addressable
offshore opportunity in legal services is estimated to be $4.5 billion by
2010. The Indian off-shore industry will grow dramatically, especially in
2006 and 2007; and from a current revenue base of $61.6 million we expect
off-shoring revenues to touch $605 million in 2010.
Currently law firms are the largest service buyers from the Indian
legal off-shoring industry contributing about 49% of the total $61.6
million revenues. The others are corporations and legal publishers.
1800 people were employed in the legal off-shoring industry in India in
2005. This is set to increase to 12,000 in 2008 and 24,000 in 2010. The
Indian legal off-shoring industry will grow ten-fold over the next four
years to revenues of $600 million.
The UK and US accounted for 95% of outsourcing to India in 2005. Key
growth areas will be patent search, filing, etc. (IP related work) as well
as transaction oriented, process driven work such as conveyancing and
property transfer transactions.

Outsourcing US Tech Expertise
The United States might not be a third world country yet, but the days of the nation being a leader in the technology sector are numbered — if, indeed, they haven't already come to an end. And it is because, as happened with most other manufacturers, producers of high-tech goods are moving production facilities overseas, says this opinion piece by Christopher S. Bentley
The latest is Intel. On Monday Intel President Paul Otellini announced that the company would build a new chip fabrication facility in the Chinese city of Dalian...

Offshoring Down Under - Opposition in Australia
March 26, 2007
Offshoring, especially to India, has become an important issue in Australia, There is no significant public backlash, but the players are treading warily while the critics circle. Graeme Philipson @ Global Services examines the latest developments.
Many of Australia’s largest companies have outsourced operations offshore, mostly to India. There has been substantial opposition, most vocally from Australia’s trade union movement, which has strong ties with the opposition Australian Labor Party, which is ahead in the opinion polls. In the volatility of Australia’s hardest fought federal election in more than ten years, offshoring may still be a factor.

Captives in India: Evolution and Growth
March 26, 2007 - Global Services
Captives account for 30% of the overall Indian offshore services market. This is not only growing, but is also evolving in terms of services being offered, says a report by H. Karthik, Nikhil Rajpal and Geetha Tedakapalli, Everest Research Institute
There is a strong perception that the captive business model is under threat, and that third-party suppliers, especially in the Indian context, are maturing and are taking significant steps to expand the scale and the scope of processes delivered, thereby posing a threat to the captive model.
However, contrary to perception, Everest research indicates that captives are a large and significant section of the Indian offshore services market, and will continue to grow rapidly. This article traces the evolution of the Indian captive market and highlights that not only is captive adoption spreading to new verticals and functions, but captives now offer more complex, high-end services for their parent organizations than before.

A Shore Thing - More CIOs will say “Sure” to offshoring
Peter Hind 06 March, 2007
Reporting on the discussions about offshoring at a roundtable conference of CIOs, Peter Hind says what was made plain in these roundtable discussions was that this was not about cost saving. Most recognized the inherent hidden costs that would arise from offshoring, especially the transition costs of utilizing it...but it could be more to do with competitive advantage, more about agility of response.
In a turbulent and uncertain market offshoring could give companies the ability to resource up or scale down, felt some of the CIOs at the event....This was why many CIOs present felt that they had, at least, to put their toe in the offshoring waters...

Outsourcing and offshoring of innovation set to increase despite concerns over loss of control, Economist Intelligence Unit finds
Hong Kong, Mar 23 (Korea Newswire)-- The cost and complexity of the innovation process are encouraging companies from a wide range of sectors to transform the way they carry out research and development (R&D), according to a new Economist Intelligence Unit survey. Rather than retaining R&D as a central function, a growing number of companies are both outsourcing and offshoring aspects of the innovation process in what is termed a global innovation network model.

AT Kearney Report: Offshoring's Cost Advantage Slips
March 21, 2007, By Deborah Perelman
The cost advantage of offshoring declined in 2006, found the Global Services Location Index released by A.T. Kearney.
The report found that although the wage advantage of offshoring locations for office services is set to last for another 20 years, it is on the decline as offshore wages for IT, business process and call center services have risen. But even under the most aggressive projections of wage inflation and currency appreciation, offshore locations will still have the price advantage for the foreseeable future...
The Index added 10 new alternative offshore destinations: three Baltic States and Ukraine in Eastern Europe; Sri Lanka and Pakistan in South Asia; Uruguay in Latin America; and Morocco, Senegal and Mauritius, all three of them francophone locations

Hilarious Video Posting on Offshore Outsourcing to India
Outsourcing to offshore locations might be serious business for the companies involved, and a pain in the neck for those who are losing their jobs, but it could also do with some fun, can't it?
I came across a hilarious video on outsourcing to India. Highly exaggerated of course, but really funny. You have an American lady calling a security support center because she thinks some one had broken into her house, only to have a lady in India - who is also simulataneously handling calls for a pizza company, Dell, Air Canada and an escort service - absolutely frustrate her.

Outsourcing help-desk and other IT services to India is costing U.S. firms much more than they expected, creating an opportunity for U.S.-based solution providers with near-shoring service models, an analyst said Thursday at CompuCom Systems' sales awards conference in Palm Springs, Calif.
Rich Matlus, vice president of research at Gartner, told CompuCom service executives at the annual event that North American companies could use technical resources in Canada and "beat or match costs in India, and the quality is good."

But what if all this is wrong?
What if globalization is a short-term phenomenon? What if the world actually turns lumpy? What if the place to manufacture for the American market becomes the United States, something Toyota and other foreign companies are anticipating?..."

Attractive Outlook for Philippines Business Process Outsourcing (BPO) - Press Release
Press Release by DDC HRO
In a marked convergence and uniformity of opinion, leading industry experts and observers note the role that the Philippines will play in the next wave of “offshore” outsourcing and its attractive positioning for growth in higher-value BPO sectors.
Date Released: 03/06/2007
New York, NY and Manila March 6, 2007 – In a marked convergence of opinion following the recent e-Services Philippines Conference in Manila, leading industry experts and commentators indicated their positive outlook for the Philippines’ growing role in the global BPO sector and the opportunity for economic growth this will create. Higher-value BPO sectors, such as F&A and KPO, are highlighted as particularly opportune for the Philippines. In terms of the broader impact on the economy, at e-Services Philippines, it was noted that in just the last few years the number of jobs in the BPO sector has jumped from just 2,000 to over 200,000 with a 48% increase in activity in the last year alone. Of particular significance also to the growth of the Philippines' overall economy is the 3-4 additional jobs created for every one BPO job - with attractive growth anticipated in all support sectors.
With all indicators pointing toward accelerated growth in the BPO sector and with such clear positive benefits for the overall economy, the Philippines Department of Trade & Industry (DTI) will be sponsoring a follow-up to e-Services Philippines focused on the US and Canadian markets. The e-Services Philippines Business Mission to the USA and Canada is scheduled for 23 April - 04 May 2007, covering New York, Fort Lauderdale, Chicago and Toronto. The Mission is part of the DTI's strategic marketing program to position the Philippines as a preferred e-Services Hub.
Growth in the global BPO sector and a move to global and multi-shore deployments is driving fresh and rapid appraisal of destinations such as the Philippines - with Vietnam and China not so far behind. The much-anticipated bulge of opportunity in the fast-emerging Finance & Accounting (F&A) and Knowledge Process BPO sectors is now driving an urgent need to find qualified pools of talent to support this more complex, higher-value business activity.
“Just in the last 6 months or so, we've seen a big shift in the marketplace in terms of awareness of the Philippines and the BPO sector opportunity. Of particular interest is the increased understanding of its potential for higher-value BPO, KPO and skills-based BPO work products, such as Finance & Accounting (F&A),” says David Kinnear, President and CEO of DDC HRO and Head of The BPO Council, a newly-formed initiative of the Philippine-American Chamber of Commerce in New York (The Chamber), which works closely with the Department of Trade & Industry. Indeed, The BPO Council is a joint initiative of The Chamber and the New York Trade Office and Philippine Consulate General.
JoJo Aquino, Managing Director of NeoIT concurs in the upside for F&A: "F&A is the next big wave for the Philippines. Captive centers in the country have long done accounting-related work but the growth of 3rd party providers supporting international clients needs to be faster. Existing centers have expressed concerns that they will soon see shortages in accounting graduates. Government effort to encourage basic finance/accounting education will be good. As important, local governments in various cities which have significant pools of F&A resources should aggressively seek out international locators."
Frank Casale, Founder & CEO of The Outsourcing Institute in New York notes the shift in thinking and awareness: “With the level of access we enjoy in the marketplace, we’ve indeed seen an increased awareness of multi-shore operations and the role that the Philippines has to play in that regard specifically. As offshore outsourcing matures further, so companies are embracing a wider range of options for their sourcing destinations. It’s the next wave.”
Comments Avinash Vashistha, CEO of Tholons: “The Philippines’ leadership in voice- based BPO is well-known. However, its potential for non-voice-based BPO services in Finance and Accounting, Legal and Healthcare is still underappreciated and underdeveloped. In the years ahead, we see the Philippines emerging in these areas. We also see other cities aside from Manila emerging as BPO delivery centers. These trends will help elevate and further solidify the Philippines' position as a global leader in Services Globalization.”
Says Fred Ayala, Chairman of the Business Process Association of the Philippines (BPA/P): “The sector growth last year was indeed encouraging and brings with it much needed input into the overall economy. BPO is certainly a sector from which the Philippines can benefit greatly.”
“The rapid growth of the BPO industry in the Philippines is a result of highly successful explorations by US Business in the past 5 years. The effectiveness of the Philippine workforce in handling Customer Service, HR, IT Services and other functions shows that supporting US business needs from this country is the right thing to do” notes Russ Metcalf, Managing Director of NeoIT.
Lauro Vives, Founder & CEO of XMG can vouch for the uptick in the BPO economy and the needs of an increasing number of highly visible and sophisticated companies whose BPO operations are growing in the Philippines – or who are exploring that option. “There’s a powerful combination of geographical, technological and people-based factors coming together – the timing looks good for the sector.”
For DDC HRO, a part of The DDC Group with longstanding presence in the Philippines, CEO David Kinnear notes that timing is everything. “The race for global positioning and delivery of global solutions is clearly on. For this, certain locations will be critical for comprehensive services delivery and robust back-office operations in areas such as Finance & Accounting functions. This drives a new or fresh appraisal of the Philippines for many – and the Philippines’ scorecard is looking very good. It’s also good to see the very real socio-economic benefits that can arise from this new phase of the economy.”

The company plans to hire under-employed U.S. workers to provide outsourced commercial real estate services. Situs Managing Director Steven Bean said the pressure to utilize offshore outsourcing can be remedied by turning to smaller U.S. communities that have been challenged by the increasing pace of job losses due to changes in the global economy.

Indian Wages On the Rise: Is Outsourcing to the Country Sustainable?
March 01, 2007
Average salaries are steadily climbing in the Indian IT and BPO services industries as well — industries that have established their value proposition internationally on labor arbitrage. The country’s IT-services sector witnessed an average salary increase of 16%–18% in 2005. At 13.9%, India also had the highest average salary increase in 2006.
Yet, the hiring spree in the country is growing unabated, the most recent example being that of Accenture’s plans of having more staff in India than in its U.S. operations.
Should You Reconsider Your India Strategy? - Not yet. Not for a long time. Yet, India’s offshore market is likely to maintain its low-cost labor advantage over countries such as the U.S.A. and U.K. for at least the next two decades, according to Everest Research Institute’s 2006 Global Sourcing Market Update. This Global Services report examines why.
